It is Haunter, my favouritemon of all time!
Look out for Sankontessoo!
I'm not that sure if a pokemon can do that, it is stupid dog-boy's move after all... But I'm positive that Haunter can do whatever it wants : D
(If ya wanna know, the pose came actually accidentally, I just tried to draw the hands to fit to the style of the picture and I guess that "sankontessoo pose" is the only nice scratching pose I remember seeing lot enough to draw it too.)
